Expedited processing for nonprofit h1b

Hi,

Does the suspension of premium processing apply to nonprofit h1b  applications as well? USCIS website states that -

USCIS may expedite a petition or application if it meets one of the following criteria:

•Nonprofit organization whose request is in furtherance of the cultural and social interests of the United States; ^[4] 

Does social and cultural interest include things like scientific research carried out at a University? Can we ask University employer to expedite application on the basis of this criteria? Anybody have insights on this?

Can scientific research at a university further cultural and social interests? This is what I am trying to get help from this forum for.
