H1B Transfer - A B C companies

Hi Experts,

My H1B has cap exmpt another 4 and half years left, I resigned company A  moved to B company  and working since  1 month based on H1 transfer  receipt number confirmation since there is no premium processing don't know what could be the decision on approval side.  I got an offer from company C which I want to move to there .  Here are my questions below:

1. Can C company  initiate a transfer while my B company's transfer decision is in process with USCIS?

2. if so , C company should file the transfer based on A companies paystubs ? or B ?

3.  Does USCIS approves both the transfer requests ?
