H1b amendment Rfe

i just received H1b amendment Rfe and one of my colleague in same office from different employer. both are in EVC.

another friend got denied for reasons not showing proper control employer employee relationship.

are these cases on rise in last couple of months.

if client doesn't provide client letter will vendor letter and MSA work? i has attached vendor letter with h1b amendment and in rfe not sure what additional documents i can attach.

does email from manager work stating client doesnt provide client letter?
