Travel on OPT while H1-B got picked

Hi,

My friend's OPT is valid until Feb-2019 and his H1-B got picked this year. is it safe for him to travel outside USA while H1-B is in process of approval? 

what should he do when H1B gets approved while he is outside USA and before oct 1st? should he go for stamping to enter US ? or stamping is not required since its still before oct 1st and he has valid visa OPT ?
