how to handle the following:

·         H1 approved for a location in State A

·         H1B employee started working on a new location in state B from August 1, 2016

·         LCA was approved for the new location (state B) at the time of start to new location in state B

·         H1B amendment filed on Sept 1, 2016

There is an RFE, as per USCIS amendment should be filed before starting at a new location. They are asking to clarify. Any suggestions..
