H1-B Transfer PP in the last week of March 2017

Hello,

My H1-B transfer PP application has reached USCIS on 22nd March 2017. I believe I will get an acknowledgement is a couple of days.

USCIS is going to suspend the PP H1-B applications from 3rd April.

Will USCIS still consider my application as premium case :

1. If they do not take action on it by 3rd April 2017?  OR

2. I receive an RFE which delays the adjudication beyond 3rd April?
