H1B rejected in 2016 after evidence is submitted when a RFE is raised. Can I transfer this H1 B case to a different consultancy and proceed further in this year?

My H1B got rejected in 2016. There was a RFE raised and after submitting the documents USCIS denied my H1 B. Is there any possibility to transfer this H1 B case to a different consultancy (not the original one with which I filed my case ) and proceed further by opening this H1 b case?

You can only transfer an approved H1B. Denied H1B is equivalent to something not applied at all.

No, you cannot transfer denied H1b, better find real company rather than consulting firm, so that you dont have to worry about RFE's
