Can I start working after LCA approval and receipt of RFE?

Hi, I got my job offer on Jan 28 and my company started premium H1B transfer processing the following week. I got the LCA approval on Feb 20 and just yesterday I received a notification of RFE. It's been over a month now since the job offer and I'm eager to start working. Now my question is, does receiving the RFE equate to USCIS receipt of my H1B petition? Can I start working at this stage, given the fact my LCA is approved and USCIS has received the petition?
