New i140 job portability rule and H4 ead relationship

I am in dilemma and trying to find answers for few questions bothering me. 

I have my i140 approved and it's more than 180 days. With the new rule for job portability (under i140 EAD published on17th Nov 2016), approved i140 can not be revoked or will be valid unless it is a fraud case. 

Is my understanding above correct?

if yes, what would be impact to my wife's H4 EAD which is valid till 2019, if I move with another employer?
