Out of Cap / have to go through lottery

hi

I got an approved H1B from an employer (2014) and have not joined till date. If the employer withdraw the petition now and right now I'm  in L1 visa with another employer, if my L1 employer apply for an H1B  will it be go through lottery else out of cap.

You have not been counted for the quota because you haven't started working for the H1 employer. A new H1 petition would have to go through the cap.

Util I join them new filing have to go through cap. If I like to transfer my H1B(from Employer(A)) to any employer(B) after couple of months and is their any option for employer (A) to withdraw my H1B, in that case what I have to do.
