I-140 Refile ( after I-140 withdrawn )

Hi All,

I was working as consultant in X company and my I-140 is approved with X company. I got a full time opportunity with Y client and got 3 years H1B approval. Even after 2 years they are not starting  GC. Mean while my previous company ( X) withdrawn my I-140. 

When i reached to out my previous employer X, he verified with attorney and mentioned, they can refile I-140.

My Question is, will that be possible. Can I-140 be re-filed.
