Is there any option to transfer my H1 petition to other employer? if yes, do i need to go back to my home country and get it stamped or can i change my visa status with out going back. Thanks

Thanks Hmm, was that a COS? If yes, then you are on H1 now. Generally, you have to start working for the employer on H1 for it to be considered counted in the quota. Then, another employer can file an H1 petition for you. A visa is always only an entry document. In the US, the I-94 matters. It shows your current status. If the H1 petition was a COS, there would be a new I-94 at the bottom of the approval notice.

If i find another employer before i lost my job on L1 status and the other employer files change of status h1 petition.. can i stay in US while h1 petition with COS is in progress.. what will be my status during COS is in progress..
