Hello,

Back in 2012 I was arrested on DUI charge which after the court ruling got reduced to Reckless Driving. I'm planning to travel to India in Feb 2017 to get my visa stamped. I have fulfilled all court requirements and the case is closed.

How will this affect my visa interview? Within the DS-160 application, should I state 'Yes' for the question if I was arrested? and explain that it was a first degree misdemeanor-Reckless driving (reduced from DUI) and that all requirements have been fulfilled?

Please advise.

Yes you have to say Yes for Arrested. I will ask you to go for Canada for stamping. You might asked for Medical Test the whole process in Canada will take Less than 15 days. But if you go to India you will stuck for minimum for 45 days.

Also it was in 2012 right its been more than 3 years you might not ask for Medical exam. Take all the court documentation including all the receipts and Certified copy of Court related to your document.
