Unfortunately since your priority date is not current we cannot be sure how long it will take for the green card to be approved. First the priority date must be current, and then it depends how long it has been since the I-485 was filed. If it has been more than a year it is likely an RFE will be issued to confirm the job offer and obtain new medicals, then on top of that you have USCIS processing times.

Can F1-OPT student start the GC process EB2 without/bypass H1-B ? Currently I'm working with a consultancy company , my company willing to apply GC for me( Last year- they applied H1-B for me but unfortunately it didn't pick up), I have OPT validity still July 2018, and I am on ROW category.

Could you please suggest is that possible to apply?
