Green card initiation through external lawyer?

Hi,

My husband has spent 1 year outside USA recently with managerial experience and we are in USA now on L1A / L2. I understand that we am eligible for obtaining green card in EB1 category, but my husband's employer is delaying the initialization of process on account of huge volume of work within internal immigration team. 

In this situation, can we have an external lawyer (such as Murthy Law Firm) prepare and file the case for us, or it has to go through my employer only (as it is employment based GC)?

Would appreciate any help in understanding my choices here.
