H1 transfer based on I140

completed H1B 6 years on April 2014

I140 approved on Feb 2014

3 yrs extension approved based on I140 till Feb 2017

Visa stamping done on 2014 December using the approved I797 and got stamping till Feb 2017.

Quit the job and left USA on August 2015 and took new job outside USA with a new employer.

 

I have confirmed with previous company HR that I140 is not canceled yet.

Got an job offer from a new employer in USA

 

Question

 

1)Can new employer initiate H1B transfer based on active I140 and get 3 Yrs extension?

2)If petition approved, Can I use the same visa stamping to travel USA?
