As others will post, the simple answer is no, working in any capacity in the U.S., including doing freelancing, is not allowed on a H-4 visa. Working freelance would be deemed U.S. employment, and would be unauthorized, illegal work. There is no way you can proceed or otherwise work on a H-4 visa.

You need work authorization in the country you are living in. In H4 status you cannot work.
