Only PD matters here, EB2 PD moves fast compared with EB3. Link to comment

I still didn't understand what do you mean by that statement. PD never moves fast, since EB2 applications are less compared to EB3, EB2 applicants get their GC's faster than EB3 applicant. And no one can guess how many years it will take to get the GC under EB category. Just google it you will find more info about EB GC process. Link to comment

Answers to your questions are readily available from many, many sources. Your priority date (PD) does not move, it is set with the start of your permanent residency process. What changes is the cut-off date published in each month's Department of State (DoS) Visa Bulletin., and it can advance or regress based on the permanent residency visa (green card) demand. As for starting the process in the EB3 preference category and then porting to the EB2 preference category with another employer versus starting directly in the EB2 preference category -- the rule is to start the permanent residency process as soon as possible to get your priority date. The EB3 to EB2 porting process is longer, involving two sets of application and petition filings (one for EB3 and then for EB2), etc. but this will likely have no impact on the overall permanent residency process.timeframe. All this is making a number of assumptions regarding country of changeability, etc. In addition to doing your own research and reading, the very best thing you can do is consult with a qualified, experienced immigration attorney who will explain the entire process, options, etc. based on your individual situation.
