Unused Unstamped Expired and Revoked H1b

Hi All

I have an unused, approved, unstamped, expired and revoked H1B from my current employer which got approved in Jun 2015 and expired in Aug 2018.The reason they have revoked the petition is that they stopped sending people onsite on H1b that year. However I have travelled to USA on L1B and currently here from past 3 years.

Please suggest :
1) If I can use my H1b petition to file Cap-exempt H1b transfer with another employer ?
2) If yes, Then until which year can I use that petition to file H1B transfer.

Get an experienced attorney.  Some have found success using their previously approved H1b petition to file Cap-exempt H1b transfer.
