On L1 and H1B receipt but got laid off what are the options

Working currently on L1B visa. My company registered for the H1B lottery for me in March 2020 and I got picked up in the lottery. My application has submitted filed by lawyers and I have the receipt number. Its not yet approved. 

I got laid off from the current company due to the recent Covid situation.  (April 2020).

Can I now use my H1B lottery registration to file for approval with a new company? If I find a new sponsor company
Will it be allowed to file H1B with a new company or it should be approved with the employer with which it got picked).

New emploey must again file in lottery next year.

I don't think you can file the petition with a new employer once for a cap case that was selected for a different employer. Remember you did not file the case for the Lottery, your employer did.
