H4 EAD reason for applying

Hi, 

I would like to apply for spouse H4-EAD based on approved I-140.

What should I select for "Reason for Applying" in the I-765 form? There are two relevant options: 

1.a.  Initial permission to accept employment. and 1.c. Renewal of my permission to accept employment. 

I am asking this Q because my spouse was on J2 visa before and he did part-time work for a year on J2 approved EAD. But now I would like to apply for H-4 EAD (based on I-140). Since this is a different category, what would be correct answer 1.a. or 1.c.?
