Travel with valid visa and change of employer in progress

Hello,

can a H4 holder travel to US in the below situation

1. Has a valid stamping of two years from the previous employer of H1 holder

2. Has receipt notice of H1 transfer to a new employer. The application is not yet approved but is in progress with USCIS.

 

If can not travel, since premium processing has been stopped, is there  any other way the H4 holder and gain entry into the US in this situation.

Yes, H-4 can travel if they have valid visa.
