Labor application in process, H1 6 yrs expiring

Hi folks, looking for some pointers on what can be done.

My current H1B 6yrs (did all math of all the prev trips) expiring in Apr 2019. Looking at current timelines doesn't appears that I will be able to get my I140 approved by that time. So what are my options. 

I can go back, wait for I140 approval but then for re-entering I need a fresh visa. Can I reenter using Visitor visa?

OR can I apply for F1 visa and come back. Kindly advise.

Once your I-140 is approved or PERM is pending 1 year plus, you can return with a H1 visa and a H1 petition. Presumably the GC sponsor is able to provide you H1 work?
