Please help ! First time Visa stamping in Canada after change of status from H1B to L2.

We are planning to visit Canada. I am an Indian citizen and I had my change of status done from H1B to L2 which was approved in feb 2018. 

My husband has his L1 visa stamped till 2020. My H1B visa is expired and currently Iam staying on my approved L2 and working full time on my EAD.

Will Vancouver US consulate allow to get my L2 stamped for the first time after change of status?

Is it safe to do this way ? How many days they take to return the passport?
