Applying GC while on I94

Hi,

I am on L1B Visa. L1-B expired in June 2017 however my I94 Admit Until date is May 2019.  So now because I am on I-94 ; Can I apply for GC through employer in EB2 ?  

I am completing 4.5 year of my stay in US in May 2019. Do I have enough time to get I-140 approved before my maxout ?

Yes. No connection between the two.

Even if the I-140 is approved, you will not get L1 extensions based on that.
