H1B Expired, stayed 8 months in USA, went back to India, changed the employer in India. Can i still use my H1B for new employer out of cap ?

H1B Expired in April 2018. Stayed only for 8 months in the US. Returned to India and changed employer. Can i still use my H1B for extenstion by new employer in india in out of cap ?

If you were in H1 status here for 8 months, you are eligible to claim the remainder 5.4 years in total non cap.
