Stamping required for H1B Transfer Consular processing ? if there is a valid stamp and I94 from Previous employer

A brief description of the situation:

I was with Employer A with H1B visa valid from 2016 to 2019. I applied for an H1B transfer and joined Employer B as soon as I had the received receipt. The H1B transfer to Employer B was denied by May 4, 2018. Now, I have an employer C who is willing to file an H1B transfer for me.

My current H1B visa stamping with Employer A is until 2019 Jan and my I94 is also valid until Jan 2019.

Questions :
Q1) Employer C is in the process of filing H1B Transfer Consular Processing (Premium Processing), Do I need to go out to get stamping again?
Q2) If Stamping is necessary, Can I do it in Canada, DR or Mexico?
Q3) Am I eligible for a stay in the US until then?

Hoping to hear back from you soon. As I have already lapsed 30 days, it would be really helpful if we can expedite the process. Please find all the attachments in the email.
