H1 and H4 extension pending, i-140 approved, can we apply for H4 EAD

Hello Everyone!

 

Could someone give us more insight if we can apply for H4 EAD.

 

1) H1 8th year extension (applied in Sep-2015 based on Pending PERM at that time) is still in Pending status till date.

2) PERM got approved in Nov-2015

3) i-140 got approved last week Feb-2016

 

So while H1 and H4 extension are still pending can I apply for H4 EAD for my spouse based on my i-140 approval ?
