Can you apply for h1 extension while amendment pending with USCIS?

Hi,

My H1 amendment has been applied in normal mode. My I-94 expires on Nov 3rd. In case decision is delayed by USCIS, can extension be filed by

employer while amendment is pending with USCIS?

Attorneys please reply. Also, what is latest one can file extension before I-94 expires generally?
