ReEntry into USA after stamping

I am currently on OPT, my OPT expires end of May'2012. I have been granted a new H-1B starting April'27,2012. I am planning to be in India from Mar'20,2012 to April'17,2012. I was told I can enter back the country 10 days prior to start of my H-1B Visa, is this true?

Also, I have been granted an H-1B Visa beginning April'27,2012. Any reason why my H1-B is beginning so late?

Your employer may have requested it that way. Employers can request up to 6 months in future.

You will of course need to apply for H1B Visa at a Consulate/Embassy abroad before you return.
