Automatic Visa Revalidation (AVR) - Mexico cruise

My husband has an approved I-797, but expired H1 visa. We are planning to go on a closed loop cruise to Mexico (Cozumel) and back to Florida. 

1. Will AVR work in this case? The cruise is only 4 days long, so we will be within the 30 day limit in Mexico. 
2. Does he need to have a Mexico visa to go on the cruise? The cruise company says it is not required since it is a closed loop cruise.
