What category would my exchange program sponsor come under?

Hello: 
I am postdoctoral researcher on J1 Visa and I am currently applying for NORI Stage 2 waiver from Ministry of Education (MoE), India. My funding comes from my advisor's grant (not necessarily federal) and I get paid a salary for my position. I am curious to know what specific category my position falls under. The application form from MoE has the following options: 

Whether the exchange program was sponsored by: 

1. Government of India
2. State Government of India
3. Any other agency in India
4. Self Financed
5. Financed by Foreign

I believe it should be financed by foreign but it is not clear if it means financed by a foreign government or financed by a foreign organization. I am definitely not sponsored by a foreign government, and I am surely not self-financed.
