H4 EAD Extension Based on New i140 Rule

Spouse H4 EAD valid till end of January 2017 based on my approved i140 and H1 validity (Valid till Jan 28). Both H4 EAD and H1/H4 renewal applied in regular and it is in progress with Vermont Center. 

Will H4 EAD extension be approved based on new rule even though the H1 extension is not approved by end of Jan ?

I have the same/similar question.

My H1 is currently valid till 2019, which I recently extended with my employer. I didn't file I539 for my spouse as the new H1 was in pending. My spouse is working in H4 EAD. The expiry for both H4 and EAD is April 28, 2017. 

What is the minimum time which I should file the H4 extension and EAD renewal for my spouse for her continuous employment? (In a case where H1B is getting rejected?)
If I file the H4 extension (I539) and H4 EAD renewal (I765) together at the beginning of April 2017, will it be possible to get an auto-renewed H4EAD?

Your kind suggestion regarding the matter will be highly appreciated.
