itsmeusa
If DS-160 asks this information, then yes. Stating the truth helps. Anyway, US consulates would have access to earlier refusals and reasons. Link to comment

MurthyIndia_Lawyer
Generally, all applicants should mention the details of his/her prior U.S. visa refusal(s) and reason in the DS 160 non-immigrant visa application. Though information on prior visa refusal(s) is available in the consolidated consular database (CCD) and the officer has access to CCD during the visa interview, every applicant is expected to provide accurate detail in DS 160 under the penalty of perjury. If the applicant does not remember the date of visa refusal(s), the applicant should try to provide the number of visa refusal(s) with approximate month and year in DS 160. If you need further assistance with your parents’ B2 visa application, please feel free to speak to one of the Attorneys at Murthy Immigration Services Private Limited in India.
