B2 Tourism visa extension

HI,

 

  I am planning for visa extension for my parents. They had an 10 years of visa since 2004 and it is expiring in August of 2014. 

 

  Since they got visa in 2004 and since I am applying for same type of visa, are they eligible for visa wavier program or Visa dropbox program.

One of the criteria is visa was received after 1st Jan 2008. So, they do not qualify for dropbox.
