6th Year on H1 - Starting GC

Hi,

 

My husband is on his sixth year of H1-B VIsa (expiring end of Jan 2015). The GC that his company filed is now in BALCA (Priority Date Dec 2012 - EB3). Another reputed company is ready to process his GC (EB2) immediately. What is his chance of getting the new PERM approved by end of his H1 quota assuming that there are no complexities involved?
