Administrative review without any 221g or related form

Hi,

 

I applied for my B2 visa from London. After the interview the VO said this needs further admin review and hnded me the passport over. He said it would take 3-5 weeks and subsequently they will mail me drop off my passport to the collection center. I have two specific questions:

 

1. I have not been given any form, such as 221g or anything. Is this normal? Is it different from normal 221g admin processing.

 

2. The VO stated it would take 3-5 weeks. Does this ensure that my VISA would issued by this time?
