H1 & H4 Stamping were on L1 earlier , complicated , Help !!

Hi I was in US on L1A for 7 years and my wife on L2 , both of us were working for a very good company abc in USA. Have 2 kids both American citizens. We came back to India last year in April 2012.

 

We were not able to adjust in India and want to go back to USA. We completed our cool down period of 1 year outside USA.

We applied for H1 for both of us from a small employer, my (husband) H1 was not selected in lottery, my wife's h1 is selected and approved.

 

Now we are planning to go for stamping.

 

Questions:

 

1.) Wont VO ask why we are now going from a small employer at lower salary to USA when we were at higher salary (while we were on L1/L2), What shall we reply to this ?

 

2.) Why husband is ready to go on H4 while he was working in USA on L1A and now also working in India. What shall we reply to this ?

 

3.) Shall we go separately for stamping for H1 for my wife and later H4 for me ?

 

4.) Can we choose Mumbai or Delhi ? Which one is safer and has less rejection rate .
