First time 221g Yellow, Will this affects second time ?

Dear Murthy Sir/Friends,

Can you please suggest on this...

First time i was attend my H1B interview on 2011 and got 221g Yellow and i didnt get any response upto for 15months and finally my employeer withdrawn the case, and terminated my job thats fine.

My question is, if i got new H1B offer FY2014, does old 221g affects my new H1 interview ? and that to i am not in india this time, currerntly in malaysia (on Employment pass).

Some of my friends saying, if we are not clear 221g first time, there is no way of getting positive in second time too ?

I raelly blaind now, can any one suggest ?
