Am I authorized to Get copy of RFE ?

I am working with CompanyA and a company say CompanyB filed my H1 transfer. I received RFE for the H1 transfer to CompanyB. I asked CompanyB to provide copy of RFE, they told that they'll handle it but not responded to RFE yet and this is more than a month now from the date when RFE was received. I am still working with CompanyA, I have following doubts

1. Am I legally authorized to get copy of RFE from CompanyB ?

2. What is the maximum time provided by USCIS for responding to RFE. My H1 transfer was filed under premium processing.

I would highly appreciate your response on the same please.
