Should I apply H1 with COS ? When I am in US

I am in L1 and working in a client place. Have got an employeer here to sponsor my H1.

Should my sponsor apply my H1 with COS ?

Or

Shall I ask them to apply H1 now ; Lateran separate H1-COS request based on my joining date ?

(2) Should I process H4 for my dependence now ? Or My COS will automatically change my dependent status automatically.

=> They can apply your H1b with COS or without COS. COS makes you eligible to work from the mentioned joining date. If you plan to file your COS later on, make sure to do it 2 months ahead of joining date as COS its 2-3 months.

(2) Should I process H4 for my dependence now ? Or My COS will automatically change my dependent status automatically.

=> H4 needs your I797.
