Generally, a nonimmigrant that has overstayed his/her authorized period of stay in the U.S. is not permitted to apply for a visa at a U.S. consulate in a third country. S/he must apply for all future visas at the U.S. consulate in in his/her home country. Please schedule a consultation with an experienced immigration attorney to discuss the specific facts relating to your case and whether you will be eligible to apply for a new visa in a third country.
