Where to go for stamping for H4 if spouse has a citizenship of another country

Hi,

My question:

If spouse was born in India, but currently has a citizenship of a European country,

where can he/she go for first time H4 visa stamping?

Can they go in any country? or is it safer to go in that European country or in India?

Anyone has any such experience? Pls. advise or share your experience.
