Downgrade EB2- Eb3

I have filed an amended downgrade application from EB2- Eb3 ( PD - Oct 2012). Sent the application on Oct29th. Received receipt number for all except i140. Do any of you in are a similar situation, sent the inquiry twice to USCIS, just waiting for a response. All the applications were sent in the same package. Center is TX

Always I-140 Receipt will given to your employer or your attorney. You Need to approach them.

My EB2 priority date is Jan-2016. Since EB3 dates are moving fast,

1) Is it a good idea to downgrade to EB3?

2) If I downgrade, will the I 140 EB2 still be active along with EB3 I 140?
