Staying and Working with "H1B Extension Fedex receipt notice" after 6th year

Let's say if a person completes 6 years on H1B visa on April 30th. He has approved I-140 and filing an H1B extension for 3 years on Mar 25th. He received the "FedEx receipt notice" by Mar 27th but he did not receive "USCIS receipt notice" before April 30th. Is he legally allowed to work and stay post April 30th with just "Fedex receipt not"? 

I know we are allowed to work with "FedEx receipt notice". Here the scenario involves "H1B 6 year max out as well".
