B2 visa to H1 transfer with expired old H1b copy

Hi ,

My H1 is approved in 2014 been in the USA for one year and came back to India- my H1b is expired in 2016 . I have business/tourist visa approved in 2019. Can I come to USA on b2 and apply for H1B change of status on my old H1B copy which is expired in 2016 for new company .

and do I need to exit USA if my H1 is got approved while I am on B2 for stamping . 

please help .
