Can i apply for EAD from Canada?

Hi,
I had a question and was hoping to get it clarified.

I currently live in canada and as per the latest uscis october bulletin, my approved i140 (priority date of september 2013) is current. I do not hold any US work visa at this time; however, i do hold a VALID US VISTIOR VISA.

Question: can i still apply for an EAD while being in canada? or are there any other options?
