Spouse's last name change in my Passport while H1B amendment is in progress

Hi,

My H1B amendment is in progress now. I am planning to apply Passport for my Kids in India but Spouse's Last name in my Passport is not matching with my wife’s passport. We feel there is a chance that our applications would get reject. To avoid that, I am suggested to change the Spouse's Last name in My passport.

While my H1B amendment is in progress,  can I apply for spouse's Last name change in my current passport now?
