H1b Visa Stamp after changing jobs in 2019

Hello,

I'm currently on my H1b in the United States and was here (in the US) on June 24th, 2020 as well. I moved jobs last year (Aug 2019) and have a valid I-797A. The H1b stamp on my passport expired in Sept 2019, so I need to get a new visa stamped. Am I eligible to get my visa stamped if I travel to India under the current Presidential Executive Order effective for workers on H1b? The consulates in India seem to be processing H1b visas now, and since I was in the US on June 24, I wonder if I would qualify for the exemption. I plan to continue employment with the same employer that I've been working with since Aug 2019, but my latest I-797 is not an extension. It's a "transfer" from one employer to another. Appreciate any clarification regarding this.
