H4 to F1 stamping in this pandemic situation

Hello All, 

I am currently doing my masters on a h4 visa and had planned a trip to get my F1 stamped this june 2020 , I had paid the sevis fee and appointment scheduling fee for the process much earlier considering the waiting period in India. However due to the COVID situation all the consulates are closed. Anyone in the same situation?   Please advise if i can apply for COS inside USA for upcoming semester instead of waiting for the consulates to open.

You can apply for COS to F1 while in US, but you will need to maintain the H4 till its approved. It might take a long time for F1 to be approved.
